November 18-24 is Restorative Justice Week in Sedalia
(SEDALIA, MISSOURI) : Mayor Bob Wasson issued a proclamation today designating November 18-24 as Restorative Justice Week in Sedalia.
Text of Proclamation
"WHEREAS, nationwide, the number of people incarcerated has quadrupled since 1980. A U.S. Department of Justice study has shown that of the 270,111 persons released from prison in fifteen states in 1994, an estimated 67.5% were rearrested for a felony or a serious misdemeanor within three years; and
WHEREAS, during 2003, 18,042 individuals were committed to Missouri’s prison system. During that same year, 5,773 (32%) of those prison commitments were returning parole violators who failed to transition successfully to community life and were returned to confinement; and
WHEREAS, the Missouri Sentencing and Advisory Commission has recommended the use of non-prison, community-based alternatives founded on the principles of Restorative Justice particularly for non-violent offenders; and
WHEREAS, offenders involved in alternatives to incarceration based on Restorative Justice elements consistently showed lower recidivism rates; and
WHEREAS, the Restorative Justice practice of Victim/Offender Dialogue with juveniles has been found to be transformative. One study of the VOD Programs for juveniles in Missouri found that it was common to find tangible changes in attitude. Most had never really thought about the repercussion of their actions until they met with their victims. Nine of ten offenders surveyed anonymously said they would never commit a crime again. Also, victims were significantly less fearful of being victimized by the offender again after meeting her/him in facilitated dialogue.
NOW THEREFORE BE IT RESOLVED that I, Bob Wasson, Mayor of the City of Sedalia, Missouri, hereby proclaim November 18-24, 2007 as Restorative Justice Week."
